STAFF RECOMMENDATION Approve renewal of liquor licenses for 1999 for: Boondocks Bar & Grill, Cub Foods, DeMori's, G-Wili Liquors, Hirman's Hide-a-Way, New fVloon, Shamrock Liquors, Mississippi Dunes Goif Links, Majestic Ballroom, Tom Moy , Superamerica, Rainbow Foods, MGM Liquor Warehouse, River Oaks Golf Course, Total, Cottage Grove VFW Post 8752, and the Rodeo, subject to compliance with the conditions outlined in the City Clerk's memo and compliance with local and state regulations relating to liquor. Each license issued expires on December 31 of each year and is subject to renewal. BACKGROUND INVESTIGATION Annually, the Department of Pubiic Safety conducts the necessary investigation of liquor license applications and premises. In addition, the City Clerk undertakes an administrative investigation to determine whether an applicant is delinquent in real or personal property taxes, assessments, or any other City financial obligations. No facts or deficiencies were found that would constitute basis for denial under Chapter 3 of Gity Code, the Minnesota Uniform Fire Code, as amendsd, and Minnesota Statutes Chapter 349. RECOMMENDATION Staff recommends that Council authorize renewal of the following liquor licenses for the period 1/1/99 through 12/31/99, to: Betty Schultz, DBA Boondocks Bar & Grill, 7402 Lamar Ave S, for an "On Sale" and "Off Sale" 3.2 Beer License 2. The City shall be notified in writing of ali pubiic dances a minimum of two weeks prior to the event. b. The licensee will hire eight (8) uniformed, unarmed security officers from a Minnesota licensed security company. c. During activities when a significant number of patrons (approximately 40% or greater) are not fluent in the Engiish language, it will be required that a cooperative individual who is fluent in the predominant language of the non-English speaking patrons, be �v�ilable to assis4 with public safety maiters. d. Security officers must check identification of all persons entering the dance. Only the following forms of identification will be acceptabie: i) Vafid Minnesota picture driver's license ii) Valid Minnesota picture identification card iii) Valid driver's license from other states within the United States iv) Current passport v) United States military green card vi) Valid INS Alien identification card e. Persons under twenty-one years of age must be securely separated from areas where alcoholic beverages are sold, displayed or consumed unless accompanied by their parent or legal guardian. f. All persons entering the Ballroom must remain in the building until leaving for the evening. No one will be allowed to leave and re-enter the building. Any person under the age of twenty-one years of age found to be in the possession of or have consumed any alcoholic beverages shall immediately be brought to the attention of the Cottage Grove Police Department. h. Security o�cers will be present in the parking lot during all times when dances are being conducted to enforce fire lane parking restrictions and ensure that emergency lanes wide enough to ailow the passing of ail emergency vehicles (including fire apparatus) are maintained between each row of parked vehicles. i. No more than1200 people including Ballroom employees, band members, security and patrons shall be allowed in the building. Numbered tickets indicating the number of patrons who have been admitted to the Baliroom shall be maintained and be immediately availabie to any member of the Cottage Grove Police Department. 10.
