RE: Planning Commission Re-appointments
Introduction
On February 28, 1999, five appointments on the Planning Commission will expire. Four
of these appointees have served three consecutive two-year terms. One additional
vacancy wilV occur on January 1, 1999.
Discussion
Phil Foster has served only one term on the Planning Commission. Mr. Foster's
appointment will expire on February 28, 1999, but he is eligible for another two-year
term that will expire February 28, 20Q1.
Ken Boyden, Glen Brown, Glen Kleven, and Jeff Podoll will be completing their third
consecutive two-year term, which expires February 28, 1999. As described in Kim
LindquisYs memorandum dated November 23, 1998, not re-appointing these individuals
wili negatively afifect th� projec4ed sehedule for upda4ing fihe i.ity's Ce�mprehensive
Plan. These members have been attending workshops each month for the past year,
and their continued participation and leadership is critical for the upcoming public
information meetings and public hearing process.
On file in the City Clerk's office are eight applications for appointment that were
received this year. Six of the eight applicants ranked the Planning Commission as their
first choice. One was listed as a second choice and one as a third choice. None of
these candidates have been contacted to see if they are still interested. A notice was
sent to staff Iiaisons of all the other City advisory commissions requesting that they
advise their members of the one vacancy on the Planning Commission. Anyone
interested must submit a completed application form. l.isted below are the names of the
individuals currently on file:

Staff recommends that no appointment or reappointment of Brown, Boyden, Kleven or
Podoll be made at this time. This delay will allow the Pianning Commission an
opportunity to review all applications and any new applications that may be received as
the result of reminding the general public and notifying other advisory commissions to
file an appointment application.
Recommendations
1. Re-appoint Phii Foster to a second two-year term ending February 28, 2001.
2. Defer the re-appointment of Glen Brown, Ken Boyden, Glen Kleven, and Jeff Podoll.
3. Defer the appointment to the vacancy that will be created January 1, 1999.
