FACILITY OPERATIONS COMMITTEE MEETING MINUTES

Special MEETING – 1:00 P.M. (Microsoft Teams – In Person/Remote)
One or more members may be attending remotely.
1. CALL TO ORDER
Meeting called to order by FOC board chair Jeffrey Dahl at 1:01 PM. The special meeting
was held in person and remote via Microsoft Teams. Chair Dahl noted that due to remote
participation, attendance would be taken by roll call, and all votes would require individual
roll call. Members Dahl and Gorall attended remotely.
2. ROLL CALL
HERO Training Coordinator Jim Smith took roll call. Committee members present: Jennifer
Levitt (Cottage Grove) - Here, Brad Petersen (Cottage Grove) - Here, Jeffrey Dahl
(Woodbury) - Here, Angela Gorall (Woodbury) - Here, and Jason Posel (Woodbury) – Here.
Absent: Board member Brenda Malinowski (Cottage Grove).
Others present: Joe Fishbach, HR Manager, City of Cottage Grove, Dan Anselment, HERO
Manager and Jim Smith, HERO Training Coordinator.
A quorum was confirmed with five (5) members present. Recording Secretary: Jim Smith
(first meeting serving in this role).
4. REGULAR AGENDA
A. HERO Center Property Casualty and Workers Compensation Insurance
Renewal Recommendation: Approve the 2026–2027 annual insurance
premiums.
Chair Dahl introduced Agenda Item 6A and asked Dan Anselment to provide context.
Anselment then turned the floor over to Joe Fishbach, HR Manager from the City of
Cottage Grove, who presented on the proposed insurance renewal for the 2026–2027
policy year.
Fishbach provided historical premium data from the last three policy cycles. The total
Property Casualty premium is proposed to increase from $40,230 to $42,363. The major
driver of the increase is a recommended expansion of cybersecurity coverage from
$500,000 to $2,000,000, which is the current maximum under the League of Minnesota
Cities Insurance Trust (LMCIT). This change increased the cyber portion of the premium
from $893 to $3,310 per year. Most other coverage categories remained relatively steady.
One claim was filed during the prior policy year related to overhead ceiling damage in the
vestibule, which was repaired. Fishbach noted this claim did not negatively impact the
overall premium and the total premium is trending down relative to prior years. A new
leased vehicle was also added, resulting in a minor increase to the Auto liability category.
Workers’ Compensation is proposed at $7,471 with a $1,000 deductible.
Chair Dahl stated the increase appeared consistent with inflation and cost-of-living
adjustments and expressed appreciation for the expanded cybersecurity coverage. A brief
off-agenda discussion occurred regarding health insurance premium trends. Levitt noted
Cottage Grove is budgeting for approximately a 10% increase for the coming year with a
clearer market outlook expected around August. Angela Gorall noted their agency
experienced a 39% health insurance premium increase.
No further questions from the committee.
Motion: To approve the 2026–2027 annual insurance premiums as follows: Workers
Compensation at $7,471 with a $1,000 deductible; and Property Casualty at $42,363 with
a $2,500 deductible and $2,000,000 cybersecurity coverage.

OTHER BUSINESS / ANNOUNCEMENTS
Chair Dahl extended recognition to Dan Anselment and the HERO Training Center team for
their efforts during the Annual Report Presentation held the prior week. Chair Dahl stated it
was a great success, and the presentation was well done.
